  • El Niño Threat Looms Large: June–August Period May Witness Drought-Like Conditions

Bhubaneswar, June 4 (BNP): Concerns are mounting over the possible impact of El Niño on weather patterns this year, with meteorologists warning that the climate phenomenon could trigger drought-like conditions across several regions between June and August. The development has raised fresh apprehensions about rainfall deficiency, agricultural productivity, and water availability during the crucial monsoon season.

El Niño Threat Looms Large: June–August Period May Witness Drought-Like Conditions

    Representational image

El Niño, a naturally occurring climate event, is marked by the abnormal warming of sea surface temperatures in the central and eastern equatorial Pacific Ocean. Though it originates thousands of kilometres away from India, its influence extends globally, often disrupting rainfall patterns and intensifying extreme weather events.

Scientists explain that under normal conditions, strong trade winds push warm ocean waters toward Asia and Australia while allowing cooler, nutrient-rich waters to rise near the South American coast. During an El Niño event, these winds weaken or reverse, causing warm waters to shift eastward and altering atmospheric circulation patterns worldwide.

The resulting changes can significantly affect monsoon systems. In India, El Niño has historically been associated with weaker southwest monsoons and below-normal rainfall. Experts caution that a prolonged El Niño phase could reduce precipitation during the June-August period, increasing the risk of drought conditions in several states and impacting crop yields.

Beyond India, El Niño often causes severe droughts and heatwaves across parts of Asia and Australia, while bringing excessive rainfall and flooding to regions of North and South America. The phenomenon also contributes to a temporary rise in global temperatures by releasing vast amounts of heat from the Pacific Ocean into the atmosphere.

Agriculture experts are closely monitoring the evolving weather situation, as any significant shortfall in rainfall could affect sowing activities, water reservoirs, and food production. Authorities have also been urged to strengthen drought preparedness measures and promote efficient water management practices.

Climate scientists note that while El Niño is a natural part of Earth’s climate cycle, its impacts can be amplified by ongoing global warming, making weather extremes more intense and unpredictable.

With the southwest monsoon season approaching, weather agencies continue to track Pacific Ocean conditions closely to assess the extent of El Niño’s influence on India’s rainfall outlook in the months ahead.

  • Centre Issues Uniform Guidelines for Estimating District Domestic Product

June 3: The Central Government has issued a uniform set of guidelines for the compilation of District Domestic Product (DDP) estimates across the country, aiming to improve consistency, accuracy, and comparability of district-level economic data.

The new framework is designed to standardise the methodology used by states and statistical agencies while calculating the economic output of individual districts. Officials said the move will help eliminate variations in estimation practices and ensure more reliable and comparable economic indicators at the district level.

According to the guidelines, states will follow a common approach in data collection, classification of economic activities, and aggregation methods for estimating district income. This is expected to strengthen local-level planning and improve evidence-based policymaking.

The Centre stated that the standardisation of DDP estimates will also enhance transparency in economic reporting and support better monitoring of regional development trends.

The initiative is seen as an important step toward strengthening India’s statistical system and enabling more precise assessment of district-wise economic performance.

The decision was reviewed during a high-level meeting chaired by Revenue and Disaster Management Minister Suresh Pujari at Lok Seva Bhawan, where officials discussed the implementation roadmap for the technology-driven surveillance network under the Inspector General of Registration (IGR).

For thousands of citizens visiting registration offices every year, the move is expected to simplify procedures, improve service delivery, and ensure that land registration processes remain transparent and free from undue interference.

“Technology must serve the people and strengthen trust in public institutions. Our objective is to ensure that citizens receive services efficiently, transparently, and without the involvement of middlemen,” Minister Pujari said during the review meeting.

The proposed Smart Surveillance System will deploy advanced CCTV cameras integrated with AI-based analytics to monitor activities within registration offices. The technology will help identify unauthorized individuals frequently operating within office premises and support authorities in preventing practices that compromise transparency and public confidence.

The initiative forms part of the government’s broader commitment to building a corruption-free and accountable revenue administration. By leveraging digital tools and real-time monitoring capabilities, the state aims to improve operational efficiency while ensuring greater oversight of service delivery mechanisms.

Beyond registration offices, the Smart Surveillance System will be expanded in phases to cover Tahasil and Revenue Inspector (RI) offices across Odisha. The integrated platform will support attendance monitoring, workplace management, and field-level tracking of officials, helping strengthen accountability at every level of the revenue administration.

To support the initiative, the government will also upgrade surveillance control rooms with real-time monitoring capabilities and advanced alert systems. Enhanced fire safety mechanisms and security infrastructure will further contribute to creating safer and more responsive government workplaces.

Officials believe the adoption of AI-driven governance tools will significantly improve transparency, reduce opportunities for malpractice, and enhance citizens’ overall experience while accessing revenue services.

The Minister also directed officials to reinforce security arrangements at registration offices and examine measures to empower Registration Officers with additional administrative authority wherever required for more effective service delivery.

As Odisha continues its digital governance journey, the AI-powered surveillance initiative represents another step towards modernizing public administration and ensuring that government services are accessible, transparent, and centered on the needs of citizens.

Welcoming the delegates, Chief Minister Mohan Charan Majhi described the event as a proud milestone for Odisha. He noted that the state’s selection as host demonstrates global confidence in Odisha’s disaster management capabilities and offers an opportunity to showcase its internationally acclaimed resilience model to the world.

Extending a warm welcome to all delegates, he called for greater global solidarity in addressing the growing challenges posed by climate change and natural disasters.

The technical meeting, the first in-person gathering of the BRICS DRR Working Group during India’s 2026 Chairmanship, is expected to facilitate meaningful exchanges on strengthening early warning systems, improving emergency response mechanisms, promoting innovative technologies, and building resilient communities across nations.

Beyond policy discussions, the conference also offers an opportunity for delegates to experience Odisha’s rich cultural heritage and renowned hospitality. The choice of Puri—the abode of Mahaprabhu Shri Jagannath—as the venue adds a unique dimension to the event, symbolizing unity, inclusiveness, and collective strength.

Extensive arrangements have been made by the state government, district administration, and security agencies to ensure the smooth conduct of the conference. Senior officials, led by Director General of Police Yogesh Bahadur Khurania, have overseen comprehensive security and logistical preparations for the international gathering.

As climate-related disasters become increasingly frequent and intense across the world, the discussions in Puri carry significance far beyond national boundaries. The meeting serves as a platform for nations to learn from one another, forge stronger partnerships, and develop practical solutions for a safer and more resilient future.

For Odisha, the conference stands as a powerful affirmation of how a state once defined by disaster vulnerability has emerged as a global leader in resilience, preparedness, and community-centered disaster management.
