Samsung and OpenAI Announce Strategic Partnership to Accelerate Advancements in Global AI Infrastructure


SEOUL, Korea, October 3rd, 2025 – OpenAI, Samsung Electronics, Samsung SDS, Samsung C&T, and Samsung Heavy Industries today announced the signing of a Letter of Intent (LOI) to establish a strategic partnership aimed at accelerating innovation in global AI data center infrastructure and advancing next-generation technologies across key industries.

This expansive collaboration brings together the collective strengths of Samsung’s leading businesses spanning semiconductors, data centers, cloud services, shipbuilding, and infrastructure development with OpenAI’s cutting-edge AI capabilities.

Signing Ceremony

The LOI was signed at Samsung’s corporate headquarters in Seoul, Korea. Key executives in attendance included:

  • Young Hyun Jun, Vice Chairman & CEO of Samsung Electronics

  • Sung-an Choi, Vice Chairman & CEO of Samsung Heavy Industries

Samsung Electronics

Samsung Electronics will serve as a strategic memory partner for OpenAI’s Stargate initiative, supporting its growing infrastructure needs with a robust supply of advanced semiconductor solutions. OpenAI’s projected memory demand may reach up to 900,000 DRAM wafers per month, and Samsung is uniquely positioned to meet this demand with its high-performance, energy-efficient DRAM technologies.

In addition to memory, Samsung offers a full suite of semiconductor solutions across memory, logic, and foundry, enabling comprehensive support throughout the AI workflow—from model training to inference. The company also brings advanced capabilities in chip packaging and heterogeneous integration, delivering differentiated solutions tailored to OpenAI’s high-performance computing requirements.

Samsung SDS

Samsung SDS will work closely with OpenAI on the design, development, and operation of next-generation AI data centers, leveraging its deep expertise in cloud infrastructure and enterprise IT services.

Under the LOI:

  • Samsung SDS will provide consulting, deployment, and management services for businesses integrating OpenAI’s models.

  • A reseller partnership has been established, enabling Samsung SDS to offer OpenAI’s solutions, including ChatGPT Enterprise, to Korean enterprises seeking to adopt generative AI at scale.

Samsung C&T & Samsung Heavy Industries

Samsung C&T and Samsung Heavy Industries will collaborate with OpenAI on pioneering floating AI data centers—a novel approach to infrastructure that addresses land constraints, lowers cooling costs, and reduces carbon emissions.

While the complexity of floating data centers has posed deployment challenges in the past, the partnership aims to overcome these barriers by leveraging:

  • Samsung C&T’s global construction and infrastructure expertise

  • Samsung Heavy Industries’ leadership in shipbuilding and maritime technology

The companies will also explore the development of floating power plants and control centers, expanding the frontier of offshore digital infrastructure.

Driving AI Leadership in Korea and Beyond

This landmark partnership marks a significant step toward Korea’s ambition to become a global AI powerhouse. Samsung is also evaluating broader adoption of ChatGPT across its businesses to accelerate AI-driven transformation in the workplace.
